On July 11,2025, the National Fire and Rescue Administration, the Ministry of Public Security, and the State Administration for Market Regulation jointly issued the "Work Plan for Comprehensive Rectification of Fire Product Quality and Safety Throughout the Entire Supply Chain," launching a nationwide campaign to address quality and safety issues across the entire fire product supply chain. This initiative aims to resolutely prevent and mitigate potential risks, effectively safeguard peoples lives and property, and establish a robust, integrated supervision mechanism covering the entire lifecycle of fire products.


General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the Third Plenary Session of the 20th Central Committee. We will carry out comprehensive rectification efforts targeting prominent issues regarding fire protection product quality and safety, severely punish illegal and criminal activities, establish and improve long-term mechanisms for full-chain supervision, standardize market order, optimize the business environment, safeguard public safety, enhance the quality and safety standards of fire protection products, and ensure high-quality development through robust safety guarantees.

According to the overall plan, local authorities will uniformly initiate rectification efforts in July to create momentum; from July to November, they will urge all parties to conduct self-inspections and corrections, comprehensively carry out rectification measures, and rigorously combat illegal activities; from November to December, the rectification campaign will be further advanced to establish and refine a long-term, comprehensive regulatory mechanism, while summarizing exemplary experiences and innovative practices.

Main Tasks

Strengthening the primary responsibility of all parties for quality and safety

▸ Conduct comprehensive self-inspection and rectification. Urge fire protection product manufacturers, distributors, end-users, certification and testing institutions, and fire extinguisher repair enterprises to identify and address potential quality and safety risks in fire protection products in accordance with laws, regulations, and relevant standards, and proactively establish a regular self-inspection and rectification system for product quality and safety.


Strengthening Key Supervision in the Areas of Production, Distribution, and Use

▸ Implement control measures in the production sector. Focus on supervising enterprises that have repeatedly been found producing substandard fire protection products in quality supervision inspections conducted by market regulatory authorities and fire departments at all levels in recent years, urging them to improve their quality management systems and fulfill their primary responsibility for product quality and safety. Share information about non-compliant fire protection products identified during quality inspections with fire departments; for products falling within the scope of adjustment under the Interim Provisions on Consumer Product Recall Management, urge enterprises to recall defective products and proactively eliminate potential safety hazards.


▸ Standardize business practices in the distribution sector. Strengthen supervision over large wholesale markets, areas with concentrated sales outlets, online trading platforms, and businesses operating on these platforms. For substandard fire protection products identified through quality supervision inspections in the distribution sector, order enterprises to cease selling such products, implement timely rectifications, notify the fire authorities of relevant information, and conduct follow-up inspections at points of use. Establish and improve a regular regulatory framework for online trading platforms, guiding platform operators to enhance compliance practices and strengthen self-regulation.


▸ Strengthen quality supervision in application areas. Focus particularly on fire protection products with low pass rates in inspections and quality sampling checks, those identified by other departments as having serious quality issues, and those receiving numerous public complaints or reports. Based on findings regarding non-compliant enterprises and institutions, conduct joint traceability investigations with market regulatory authorities. During extended investigations into fires that result in fatalities or significant social impact, promptly identify product quality defects and clarify the primary responsibilities of manufacturers, distributors, users, and certification and testing institutions.


Standardizing the professional conduct of certification and inspection institutions

▸ Strengthen supervision and inspection of certification and testing institutions. Focus on investigating violations by voluntary certification bodies, including false certification, certification beyond their authorized scope, omission of certification procedures, fabrication of false or inaccurate documents, and forgery, misuse, or trading of certification certificates and marks. Pay particular attention to violations by fire product quality inspection agencies, such as issuing false or inaccurate reports or conducting testing activities beyond their authorized capabilities.


▸ Enhance the quality of work conducted by certification and inspection bodies. Urge and guide fire protection product certification bodies to strictly adhere to basic certification specifications and rules when performing certification activities, and strengthen effective follow-up investigations and supervision of the quality of certified fire protection products. Urge and guide fire protection product quality inspection institutions to ensure the fairness and compliance of their testing practices, and encourage them to accept public oversight by publishing test results and providing query platforms.


Strengthen efforts to combat criminal activities

▸ Conduct joint law enforcement and disciplinary actions. Based on the current status of fire protection product quality and safety in the locality, organize joint rectification campaigns to trace violations back to their source and jointly investigate illegal cases. For entities committing violations for the first time, prioritize education and guidance; for those with repeated violations or serious circumstances, impose stringent administrative penalties. Transfer relevant information on dishonesty related to fire protection products from manufacturers, sellers, and certification and inspection institutions to local credit information sharing platforms and the National Enterprise Credit Information Publicity System. Those exhibiting severe dishonest behavior shall be legally included in the list of seriously law-violating and dishonest entities under market supervision, thereby creating a strong deterrent effect.


▸ Enhance the effectiveness of criminal crackdowns. In line with the requirements of the new police operational model integrating "professional expertise + mechanisms + big data," and by advancing the implementation of the initiative to enhance the combat effectiveness of public security organs, we will continue to intensify efforts against crimes involving the production and sale of counterfeit and substandard fire protection products, thereby creating a strong deterrent effect. We will comprehensively improve intelligence detection and analysis capabilities, focus on key products and sectors, strengthen clue investigation and in-depth analysis, and significantly enhance our capacity for dynamic monitoring of such criminal activities. Following the principle of "covering all stages, elements, and links," and addressing the cross-regional and industrialized nature of these crimes, we will carry out targeted, in-depth, large-scale, and coordinated crackdowns to resolutely dismantle criminal networks and illicit production chains, striving to achieve the goal of "resolving one case, deterring a broader area, and purifying an entire region."


Improving the quality and safety supervision mechanism

▸ Strengthen the joint collaboration mechanism. Enhance mechanisms for consultation and analysis, joint punishment, information sharing, case referral, and professional support; clarify departmental responsibilities through local legislation and jointly issued regulatory documents to establish a sustainable long-term framework for comprehensive joint supervision of fire product quality and safety across the entire supply chain. Conduct diverse training programs, exchange activities, and field visits to improve the professional competence of frontline law enforcement personnel and enhance the effectiveness of supervision and law enforcement efforts.


▸ Improve the case referral mechanism. Refine the coordination mechanism between administrative and criminal justice authorities, implement the requirement for two-way case transfers, enhance information sharing, law enforcement coordination, and mutual recognition of evidence, thereby comprehensively improving the quality and efficiency of crime prevention and governance. Systematically summarize practical experiences from various regions, promote beneficial practices such as joint supervision under designated oversight and comprehensive governance, fully leverage departmental strengths to foster effective collaborative efforts. Proactively strengthen communication and cooperation with judicial authorities, improve the consultation mechanism for complex cases, address issues related to identification standards, legal application, and behavioral characterization in fire protection product-related crimes, provide robust legal support for frontline law enforcement, and ensure smooth case investigation.


▸ Improve the operational support mechanisms. When handling criminal cases involving fire protection products, public security authorities may consult with market supervision and fire departments at the same level to dispatch technical experts for assistance; where quality inspection is required, the corresponding fire department shall assist in sampling and submitting samples for testing, bearing all associated costs; if objective constraints exist or the involved fire protection products require special storage conditions or facilities, after taking necessary measures to secure evidence, the case may be entrusted to the market supervision or fire department for custody and subsequent disposal according to their respective responsibilities. The Fire Research Institute under the Ministry of Emergency Management shall proactively establish a streamlined inspection channel for products, optimize testing items, reduce inspection costs, and enhance testing efficiency.


Innovating methods for supervising the quality and safety of fire protection products

▸ Explore industry self-regulation mechanisms. Through administrative guidance, technical support, and centralized training programs, enhance the self-discipline awareness of enterprises and institutions involved in fire protection products and standardize their business practices. Leverage the role of social organizations such as associations to establish comprehensive industry self-regulatory standards, codes of conduct, and professional ethics guidelines. Collaborate with relevant authorities to develop industry-specific regulatory requirements for fire protection products, strengthen policy management, guide enterprises toward compliance, integrity, quality excellence, and innovation, jointly foster a fair and equitable market environment, and promote the healthy and orderly development of the industry.


▸ Enhance the application of information technology. Strengthen the use of information systems for tracking the flow of fire protection products and identity identification technologies, guiding and encouraging manufacturers, sellers, and users to adopt code-based verification methods to standardize product flow information and prevent inaccuracies. Explore establishing a comprehensive information sharing platform and regulatory database, regularly exchanging data on product flows, inspection results, and enforcement actions across departments. Improve data aggregation and governance mechanisms to analyze product distribution patterns, trace supply chains upstream and downstream, support targeted identification of key regions, products, and issues, and promptly block channels for counterfeit and substandard products.


▸ Expand social supervision channels. Guide manufacturers, sellers, and users of fire protection products to proactively make quality and safety commitments and willingly accept public oversight. Improve reporting and complaint mechanisms for fire protection product quality issues, explore the establishment of a whistleblower system, enhance incentive measures, encourage all sectors of society to provide leads on illegal activities related to fire protection products, and foster a robust environment for collective prevention and governance.


▸ Implement governance measures for fire extinguisher repair enterprises. Encourage local authorities to address market irregularities in the fire extinguisher repair sector based on local conditions, urging enterprises to establish quality management systems in compliance with the industry standard "Fire Extinguisher Repair," rectify key issues such as non-compliant repair facilities, inadequate technical requirements, and improper disposal of expired units, and standardize corporate practices.


▸ Innovate science popularization education campaigns. Leveraging regular and widely adopted communication methods, fully utilize national initiatives such as Quality Month and Fire Safety Awareness Month to conduct diverse fire safety product education programs tailored to local contexts. Strengthen the exposure of illegal activities, enhance consumers awareness of product quality and safety, their rights protection consciousness, and their ability to identify counterfeit products, thereby creating a strong promotional impact and public deterrent effect.


Safeguard Measures

The National Fire and Rescue Administration, the Ministry of Public Security, and the State Administration for Market Regulation have each designated leading officials at the departmental level, division heads, and liaison officers to conduct regular consultations and assessments, guide local authorities in carrying out rectification efforts, carry out unannounced inspections using the "Four Nos, Two Directs" approach when appropriate, and jointly supervise major cases as needed. Principal leaders of relevant departments nationwide shall organize research and deployment of rectification measures, with fire departments taking the lead while public security and market regulation authorities dispatch key personnel to form specialized task forces for coordinated implementation. This rectification campaign must be incorporated into key work priorities, with enhanced monitoring and evaluation to ensure effective execution of primary tasks. Task forces in all provinces, autonomous regions, municipalities directly under the central government, and the Xinjiang Production and Construction Corps are required to submit interim summaries to the National Fire and Rescue Administration by October 30 and comprehensive final reports by December 31.
